　J国の内乱を防いだと思ったら、極東支局から呼び出しがきた。

「A civil war is about to break out in C land . It's a battle between the chairman's side and the militaly . The problem cannot be resolved by the person in charge of C land alone , so I wanted to hear everyone's thoughts , so I asked

everyone to come together . 」

（C国で内乱が起きようとしている。主席側と軍部の戦いだ。C国担当だけでは解決できないので、みんなの考えを聞きたいので集まってもらった）

「What's the situation ? 」

（状況はどうなのですか？）

「The militaly is trying to assemble its troops . It’s still only partial . 」

（軍部側が部隊の集結をはかっている。ただ、まだ部分的だ）

「What about the chairman's side ? 」

（主席側は？）

「The defense official was dismissed . After that , his whereabouts are unknown . 」

（国防担当を罷免した。その後、消息は不明だ）

「Is it silence that C land is good at ? 」

（C国お得意の口封じか）

「Everyone thinks so . 」

（だれもがそう思っている）

「What is the solution ? 」

（解決の糸口は？）

「Either the chairman will resign or a person recommended by the militaly will be appointed in charge of national defense , but there is little hope for either .」

（主席が辞任するか、軍部が推薦する国防担当を任命するかだが、どちらも望み薄だ）

「With that chairman , he doesn't choose either . 」

（あの主席では、どちらも選択しないな。それで、我々が何をできるかだな？）

　しばしの沈黙が続いた。

「Better yet , why bot start a civil war ? Isn't this an internal problem in C land that will lead to an international conflict ? 」

（いっそのこと、内乱を起こさせては？　C国内部の問題で国際紛争にならないのでは？）

「However , R land and A land are eyeing it closely . 」

（ところが、R国とA国が虎視眈々とねらっている）

「Is there such a movement ? 」

（そんな動きがあるのか？）

「R land has tank units on standby on its border , and A land has its 7th Fleet

deployed off the coast of T island . If the chairman's side loses , they are willing to intervene military . 」

（R国は戦車部隊を国境に待機させているし、A国は第７艦隊がT島沖に展開している。主席側が負ければ軍事介入する気だ）

「That’s bad . I can't help it . Does chairman's side have to think about winning ? 」

（それはまずい。仕方がない。主席側が勝つことを考えないといけないわけか）

「Where is the head of the military ? 」

（軍部のトップはどこにいる？）

「Apparently it's the navy . 」

（どうも海軍のようだ）

「Is it on the ship ? 」

（船の上か？）

「It's like being on the aircraft carrier . 」

（例の空母に乗っているみたいだ）

「It’s Shanghai now . If so , it must be connected to the Shanghai bushiness community . 」

（今、上海だな。となると上海財界とつながっているな）

「We can't board an aircraft carrier , and we can't attack it . 」

（空母に乗り込むわけにもいかんし、空母を攻撃するわけにもいかない）

「Now , what should we do ? 」

（さて、どうするかだ）

「What about the members who are infiltrating C land ? 」

（C国内部に潜入しているメンバーはどうしてる？）

「Yeah , that's why we haven't heard from you . It seems like my identity has been revealed . 」

（うん、それなんだが、音信不通だ。どうも身分がばれているようだ）

「Don't do it to your enemies either . Is there any trick ? 」

（敵もやるな。何か奇策はないか？）

「Why not arrest the top military leaders and make them issue instructions for disbandment ? 」

（軍部のトップを拘束して、解散の指示を出させては？）

「How do you infiltrate that aircraft carrier ? 」

（あの空母にどうやって潜入する？）

「Is it possible to land if you hit WPKC signboard ? 」

（WPKCの看板をしょっていったら、着陸はできるんでは？）

「You may be able to land , but then you will be detained . 」

（着陸はできても、その後拘束されるだけだ）

「What about special forces infiltrating from under the sea ? 」

（特殊部隊が海中から潜入するというのは？）

「That aircraft carrier is full of sensors to prevent it from infiltrating from underwater . 」

（あの空母は、海中から潜入できないようにセンサーだらけだぞ）

「Is there no way ? 」

（手立てなしか？）

　そこに、オレが口を出した。

「I guess it would be better to make peace between the chairman and the military . 」

（主席と軍部を仲直りさせればいいんだろ）

「If you can do that , you won't have any trouble . 」

（それができたら苦労はしない）

「If you make a common enemy , you'll make up , right ? 」

（共通の敵を作れば仲直りするじゃないか）

「Common enemy ? What's land ? R land or A land ? It's going to be a world . 」

（共通の敵？　どこが？　R国かA国か？　世界大戦になるぞ）

「It's J land . 」

（J国だよ）

「J land ! 」

（J国！）

　その場にいた全員が驚きの声をあげた。

「If J land shows its intention to attack , C land will turn its attention to it . If SK land follows suit , there will be no civil war . 」

（J国が攻撃の意志を見せるだけで、C国はそっちに目を向けるぞ。SK国も同調すれば内乱どころじゃなくなる）

「Certainly , the chairman's side and the military have no choice but to join hands . 」

（たしかに、主席側と軍部は手をつながざるをえない）

「What if a battle breaks out ? 」

（それで戦闘になったら？）

「We hope the UN and WPKC come out before that happens . J land and SK land are just poses , so immediately put away the spear . You should realize that this is not the time for a civil war in C land . 」

（その前に国連とWPKCがでていけばいい。J国とSK国はポーズだけだから、すぐに矛をおさめる。C国とて内乱をしている場合ではないと気付くはずだよ）

　オレはサカイを通してJ国を説得して、自衛隊に参戦のポーズをさせた。それにSK国も同調した。C国にとっては想定外だったのだろう。軍部は防備体制に入った。そこに国連が調停に入り、WPKCが監視部隊を派遣した。それでC国の内乱危機はおさまった。　任務終了。
