Whereas recognition of the inherent dignity and the equal and inalienable rights of all members of the community of life existing in our universe is the foundation of freedom, justice and peace in the universe; Whereas disregard and contempt for the right to life have resulted in barbarous acts which have outraged our conscience, and the advent of a universe in which peoples will enjoy freedom of speech and belief and be free from fear and want has been proclaimed as the highest aspiration of their peoples; Whereas it is essential to protect the right to life by the rule of law, if we are not to be compelled to have recourse, as a last resort, to rebellion against tyranny and oppression; Whereas it is essential to promote the development of friendly relations among the star-states; Whereas the peoples of the Space Federation, in the Space Federation Charter, have reaffirmed their belief in the fundamental right to life, the dignity and value of life, and the equal rights of the sexes, and have resolved to promote social progress and the improvement of living standards in greater freedom; Whereas the member star-states have pledged to cooperate with the Space Federation to achieve the promotion of universal respect for and observance of the right to life and fundamental freedoms; Whereas a common understanding of these rights and freedoms is of the utmost importance to the fulfillment of this pledge, THEREFORE, the Universal Federation General Assembly hereby proclaims this Declaration on the Right to Universal Life as a common standard to be achieved by all life and all planets, so that every individual and every institution of society, keeping this Declaration on the Right to Universal Life constantly in mind, shall strive by teaching and education to promote respect for these rights and freedoms, and by progressive measures national and international, both among the peoples of the member planets themselves and among the peoples of territories under their jurisdiction.
